HCCP was established in 2000. HCCP is located within the Henderson County's Family Protective Services building in Athens and operates a "store" called the Rainbow Room therein. The Rainbow Room is a brightly decorated and inviting room stocked with all new items such as clothing, pajamas, outerwear, shoes, diapers, toys, personal hygiene items, and car seats, for children entering foster care or children whose families CPS is attempting to stabilize by supervision and counseling. CPS can "shop" without charge for any of these items that they have identified are required to meet the emergent needs of the children they serve. Additionally, where CPS is attempting to stabilize the family so that children can remain with their families, or where children are being placed with relatives, HCCP may provide food, bedding and household cleaning items. In recent years, at least since 2009, HCCP has served around 600 children, year on year. However, in 2012, HCCP only served 496 children, primarily due to turnover in and lack of CPS caseworkers. In 2013, HCCP served 712 children. In 2014, HCCP served 920 children. In 2015, HCCP served 828 children. In 2016, HCCP served 769 children. As of January, 31st 2017 HCCP has served 42 children.
